In Hong Kong, people mostly rely on public transport like MTR and buses. The roads are very crowded since they are packed with vehicles. In view of this, we would like to introduce bicycle renting system to promote the use of green transport and at the same time promote a healthy life style.

We hope to introduce this system in the New Territories as the roads will be less crowded. Also, the bicycle paths are more systematic. For example, there are extensive bicycle paths in Tai Po, Tin Shui Wai and Sha Tin etc. We can target at the alleys of those districts.

Ways of Operation

Hong Kong can learn from the above system for operation but the number of places that allow renting may be restricted at first because we have to see if this system is applicable to Hong Kong.

Comparable

There are similar systems in places like Shanghai, Hang Zhou and Taiwan. We can learn from their ways of operation.

In Hang Zhou, the system of public bicycle renting has started operation since 2008. The whole system is automatic and it does not need any staff to operate at the point of lending and return. There are a number of places that the bicycles are locked. People can use the octopus card to lend a bicycle. The first hour of renting is free of charge. A deposit of $200 is needed and the deposit is collected from the octopus card when the user lends a bicycle. When the user wants to return the bicycle, he or she only needs to find place that the bicycle is locked and then tap the octopus card. The system will return the deposit and calculate the money the user has to pay.
